Equating two-set blocks as a sort of a cash grab is blindly cynical at best.

The design team pushed for two-set blocks because having three sets was a major problem with design. The second set always built on the first set, but if the third set built on top of that enough to distinguish itself from the second set, it would be disconnected from the first set. The third set problem has been around for so long that almost every block has tried some sort of gimmick or workaround, which has given very limited success.

The two-block model just means that whenever we would have gotten a disconnected gimmick set (legions, alara reborn, rise of the eldrazi, avacyn restored, dragons of tarkir) we would instead get a proper set. It's a strict improvement to design. If having two-sets wrecks the narrative, then I'm pretty sure the creative team just didn't have the foresight to see it coming and adapt.

Do we actually have some confirmations about any of these outrageous claims?

Dragons is disconnected. Khans and fate reforged could at least be drafted together. Dragons completely pushed out the three-color theme. The same thing happened when Rise of the Eldrazi completely pushed out Zendikar, and when Avacyn completely pushed out Innistrad.

Triple Zendikar was a terrible format, but I won't forgive Avacyn for destroying Innistrad draft. One of the best draft formats ever was cut short for a disconnect set.

#1: The majority of mechanics are eligible for re-use whenever a new set would need them. Just because a mechanic sits on the shelves for years, doesn't mean the mechanic is killed. Some mechanics are waiting for the right set.

Zurgo Bellstriker is still a powerful mardu warrior, he is just subserviant to the Dragonlord. From the look of things the set up for Return-to-Khans is going to be a Rebellion against the dragons, after all just look at the old khans.

So, after he realized the first time that Helvault prevented him from getting the warning, he somehow set it up so he would get it in the future, then later got the warning and went to fix it, but was beaten to it by Nissa.
