If the party is already indecisive, I find side initiative doesn't help much, and might actually slow it down- in addition to working out what they want to do, they have to get the group to work out their order of action. If you have, say, an instance where the cleric is going to buff an area and everyone is trying to work out how to get the maximum people into range while also getting as many people to act as possible, it can get messy.
It works great if you have a decisive group, if you're using Theatre of the Mind instead of a grid, and/or if you have one backseat general who will direct everyone.
