He's a hard-ass, he's got grit, and he's totally willing to spend lives, but he wants to spend them well. For him, piety and military service bleed together, and dying well is the best he can really ask for.

A lot of people will point at Castor in Retri as a good example of a general who doesn't want to waste men, but you don't really get a chance to see that. You hear him say it in his speech to Merrick, but you really hear little other dialogue from him on the subject, since instead of speaking frankly to an officer like Sturnn did for most of his campaign, Castor was concerned about killing things and getting stuffed Tyranids for his trophy room. He could've been cool, but he rubbed me the wrong way - too far into the noble elite.

Charadons are another chapter specialised in fucking up Space Marine chapters, but they aren't under the thumb of the high lords. If the Minotaurs or a few High Lords ever fall out of favour, the Space Sharks will be some of the fuckers coming after them. Conversely, if the 'taurs are sent to deal with a slightly heretical Space Shark chapter, both armies would get fucked up. Being wary of them is probably good leadership.

I know I'm probably the only one, but I love Fabius Bile.

Not as a fun villain but someone I really admire.

He had this enormous dogma in front of him, the infinite genious and masterwork of the Emperor himself called the Astartes, and he simply went: "Screw it, it's not as perfect as anyone think, I can make this better".
And he shown perfection isn't a thing set in stone. Perfection is something that evolve.
And he does that in many other occasion too, not only with the Astartes.
Nothing is sacred to him, everything is improvable.

I just love him as a challenger of traditions and everything they represent.

Lelith Hesperax. In a universe of hardcore men with huge muscles, guns that can put holes in titanium plating, and body armour that basically a tank with legs, Lelith can beat pretty much all of them using a knife, a spear, and wearing what amounts to her underwear.
She's being doing her gladiatrix thing for about 10'000 years. If we estimate she fights in the arena three times a week, and she kills 3 people a time, then that means she's killed ((10000*(52*3))*3)... so she's personally killed about 4'680'000. Lelith is not so much a common warrior as she is a force of nature.
You have to respect that sheer level of skill.

Bonus, him and his faction are probably one of the least about-to-be-fucked were the setting to advance. All things considered, the Gate of Khane ain't shit compared to the 13th Black Crusade, the Great Waaaaagh!, the Nids, etc.

Castellan Crowe. Dude has a super evil daemon sword of unimaginable power, it's constantly promising him anything he wants, AND he has to actively listen to it's nonstop bullshit in case it accidentally leaks some super top secret Chaos shenanigans. Not to mention he wields it like any other sword (not a force weapon), therefore effectively handicapping himself in combat.

I also love the fact that only Crowe is trusted around it, so he has to chill in isolation most of the time with only the sword for company. So essentially, for hundreds of years, his only contact is a sword that is constantly trying to mindfuck him.

Not really, all I know comes form Codex: Armageddon, where his description is also like one sentence long. I wonder if the Emperor is deliberately 'avin a giggle in Cain's case.
He finds someone who considers himself a coward, and makes him the greatest commissar in the Imperium.

I'm not shitting on the likes of Yarrick here, but in terms of being a pure commissar, I.E a morale officer capable of giving tactical advice and support to their regiment/general, Cain is undoubtedly the best at it.
Other great Commissars tend to have enough strings to their bow that they're more a Commissar/General hybrid.

Also don't forget this was when Magnus had been charged with the use of Sorcery in the first place by his brothers, which pissed the Emperor right off because he had made Magnus promise not you use Sorcery when they first met when he found him on Prospero.

Lord Solar Macharius, because I'm a sucker for not!Alexanders. Plus the way that his trilogy was written was amazing, especially the scenes where he gives speeches and you actually understand why they followed him to the extent they did.

Even if you set aside all of Cain's other achievements he is extremely good at his job. He takes a regiment that was at each others throats and turns it into a unified, competent fighting force. He knows that making the troops respect him works better than making them fear him. He is very good at keeping morale up and is extremely skilled in the social and political aspects of his duties. Even with his supposed cowardice Cain is an excellent Commissar.

Shira Calpurnia. Sexy female Arbite born from Nobility who has a great arc of triumph, hubris and finally not redemption but acceptance of her mistake and being willing to receive punishment for it.
