Okay, a real answer here:
It depends on your number of party members (since more party members means more actions per round) and the system.

Assuming a party of 4 (standard) a level 12 shaman is probably challenging for a group of levels 8-9 just on its own and will likely kill a party member before it goes down if they don't just Nova it with all of their abilities before it acts.
The level 8 Wizard is probably only challenging for a level 6 or lower party but combined the encounter gets marginally more difficult because the opponents will be casting two spells per round. The problem here is that the wizard is so much weaker that it won't pose nearly as much of a challenge to the players and could likely be eliminated within a single round.
So to make this encounter more challenging you'll need to add in interesting terrain to buy them time, some bulky minions with a little more health than the comparatively squishy casters to intercede, or otherwise guarantee that the villains get some rounds of prep time to summon allies or have good evasive and defensive abilities in place.

So assuming they're all the same level, and are a balanced party with their own casters:
>lvl 5: Dangerous, at least one will likely die
>lvl 6: Challenging, good for a boss fight
>lvl 7: Not too hard, fine for a typical encounter
>lvl 8+: Easy

This might be a little bit lowball on the estimates.

But this depends heavily on the edition. In 5th edition level differences matter a lot less than action economy unless you jump up into the next difficulty 'tier' (1-4, 5-10, 11-16, 17-20) and this encounter is kind of towing the line. 4th is kind of similar in this regard with a few level differences not making up too much of problem.
Meanwhile, in earlier editions characters become substantially more powerful with each level, beyond the level 8 threshold in particular for 3.X and its ilk.
