We could go with the Egyptian theme and make our special mounts/weapons be war chariots of some kind. Drawn by vicious blood drinking camels. And while full on bird head wouldn't cut it for the Imperium, we could have avian features like bird like eyes, and feathers for hair, etc.

How about their planetary governor also being a high priest of the imperial cult, and is considered a mortal embodiment of a spark of the Emperors divine radiance. Pope meets Pharaoh. It skirts around the no men at arms rule because a caste of generals runs the military separately

The idea that there are multiple gods and the Emperor is just chief among them is also good. Maybe the Emperor beat up the old sun God and fused with him, Horus-Re style.

Maybe these people used to worship Horus, who originally conquered their world during the crusade, but post Heresy the Emperor became their god because he defeated Horus and subsume his divine aspects.

Egyptian cosmology could get pretty confusing and it could be all of the above, really

Maybe the feathers help them reflect/dissapate heat more efficiently. Maybe the feathers actually absorb sunlight to boost their diet. Their eyes are keen for seeing long distances and have a secondary lid for keeping sand out, and their teeth are small and sharp and their tongues narrow because reasons

For the specialized weapons, I'm picturing some sort of eldaresque skimmer, produced by a unique manufactuary on the planet. It flies among enemies, slicing with its hull blades, while 2-3 soldiers onboard the chariot take potshots with rifles or lash out with kopeshs or Spears. Or polearm kopeshes

Things were shaken up AGAIN when Vandire caused the age of Apostasy, forcing a separation of church and military that was foreign to the Houri (or whatever were calling them). As a result a separate military caste commands their guard tithe while the high priest handles civil matters.

Unique, ancient manufactoriums prized by the mechanicus produce a form of light skimmer the planets guard use to great effect against the masses of light infantry the hated Orks field, driving among their number and cutting through them like a sycthe. Culling blades jutt out of the sides of the chariot and and riders swing chain glaives and fire short rifles with deadly precision

The houri are mostly human but with some notable differences, most obviously their feather like hair. Chief angel of the New Order is Sanguinius. Because most majestic, can see God's plan/the future, loved by all and is part of the glorious feathered master race.

The New Order is very much anti organized religion in contrast to the strict rights and duties and hierarchies of the Old Order priestly caste.

The two orders do not get along very well and the Imperium isn't sure which one to support and so supports neither. One is dangerously close to fucking up the Decree Passive and the other can't organize for shit plus both are made up of abhumans.

It's been a few hundred years since the last faith on faith war and that's the longest time anyone has managed relative peace. Unfortunately the Houri High Priest is 500+ and the rejuvenant drugs have stopped working and nobody knows if his successor is going to start the whole shit storm up again.

If we're giving them avian hunter eyes, maybe they should have airborne divisions, particularly known for batshit insane chainsword-range strafing runs, a la birds of prey.
Maybe using ornithopters (again, hawks) or entomopters (because noone's mentioned scarabs)

Perhaps the can be like the Tau air caste once was? The had wing liked membranes that allowed them to glide.

I like the idea of a glass desert. Just big slabs of glass everywhere. Maybe back during the Horus Heresy there was a botched extermintus attempt that burned a continent sized patch of ground and fused all the sand into glass. to quite a depth.

An orange dwarf to give the impression of a permanent sunset even at noon. Also because it's cooler the planet can be closer allowing the sun to take up more of the sky.

Some internal conflict between the two peoples.

They can't interbreed with each other although they can interbreed with baseline humanity. Some in the local mechanicus believe that both peoples are the result of Dark Age genetic engineering used on the original settlers. They might be right.

The Mechanicus stationed on Anubis are another religious and political faction although they remain for the most part neutral in such things. They do not recruit from local stock beyond lay-technicians.

Psykers tend to be of the semi-nomadic wandering preacher variety. They say that they go where the æther takes their wandering feet. More cynical people suspect it's so they can disappear easily when the Black Ships come calling.

Their non-standard psychics are far more of a worry to the Inquisition than the unorthodox religion or political structure.
