They are. Night Lords practice terror tactics which are brutally efficient against mortals. They sow fear like none other, to the point the mere mention of them during the Great Crusade could force planets into compliance.

They are however shit at fighting other space marines, because unless they pull off an ambush Night Lords simply can't into pitched battles. They're commando marines who fight in lightning raids and target the civilians to sap enemy resolve. They are NOT meant to fight MEQ's.

The only competent thing about the Night Lords seem to be their captains. Everyone else in the legion would rather turn tail and run from every interaction.

Even then only half the captains are loyal to Curze's teachings, the other half are thieves, murderers, and rapists who command by might making right.

The problem with Night Lords is their tactics were designed around dealing with lesser enemies who didn't really posed a threat to them in the first place - much like at least half the Space Marine Legions. The real issue is they have not evolved outside their tactics. They must function as part of a combined arms campaign for their guerrilla warfare tactics to have effect on a battlefield of high value.

Without that, they're stuck using cultists or demons. They're reduced to tiers below Eldar raiders. And its not like they're mentally impaired like the World Eaters, they're just addicts to Batman syndrome.
