I'd offer to help, but I only have experience with 1st and 2nd edition. I have heard that no edition has particularly great rules though. While I think that 2nd edition made significant improvements to the rules over 1st edition (d20 rather than d%, no overly-complicated cascading skills, etc.), I come out liking 1st edition better overall. Like 1st and 2nd edition AD&D, the 1st edition just has better energy. But like I said, neither edition has stellar rules, though it doesn't really matter that much. The mechanics aren't the draw of the system, and they don't really bog the game down because the GM tends to play things fast and loose in Paranoia anyway.

I must admit that I'm a bit skeptical about moving from the commie theme of earlier Paranoia to a terrorist-based one, but I haven't actually read the newer stuff, so that's just a gut reaction.
