I agree with this. It's what makes him a great enforcer. He thinks he can beat anybody, so you can send him to fight and he will not be crippled by doubt or second guessing. However this also means he need o have someone in charge, who can actually asses if he can win or not sending him on appropriate missions.
Russ is a tool, a very good one too, and like a tool he needs someone to be wielding him o actually be of any use.
