Not even close. Neither body has flash, and Displacer either costs 6cmc to flicker the turn you cast it or you have to wait a turn. So Displacer is actually SLOWER than Wisp, and the cost to re-use it is rather steep for the early and midgames. Displacer doesn't play nice with Aether Vial, and it can't hit the variety of permanents that Wisp can.

Death and Taxes absolutely doesn't want this card.

I highly doubt it has anything to do with Hedron alignment because if you have more than a single copy of it in your library you then have to figure out a way to get a copy from exile to another zone.

I assumed it was to not give your opponent information but even then that seems like a lot of baggage for a minimal payoff. If I know the top card of an opponent's library (through Roil Spout as an in-block example) do I know which facedown card in my opponent's exile zone is the creature I sent to the top? If I use an eldrazi processor, can I select that creature?

From what I understand, (C) in mana costs isn't going to make an appearance in every set and will be used infrequently.

But Draconic Roar has instant speed. Of course you'll get more value of the oath if you keep casting planeswalkers. Still, 1 damage for another card isn't exactly that great.

My point is that the ETB effect is to weak for a legendary enchantment, because it's THE red effect. It's already competing with tons of other red cards on all rarites.

The other oaths can be treated as sorceries because their ETB effects more or less stand on their on. This one is just weaker by comparison.

Not really a good comparison, and not for the typical JAM MOAR GOYF HURR DURR reasons. This will never be as big as Goyf can be at any stage in the game, but Vigilance isn't an irrelevant ability. The +2/+2 could also matter in decks that run Manlands.

So is this card better than Goyf at what Goyf does? Not even close. But is it different enough to see play anyway? I can't say it isn't.
