They are the government. One group or another may claim to own it, but those things are the real power. They deal in drugs, slaves, weapons, etc, but I'm sure you knew that much already. The hutts themselves don't trust one another any farther than they can throw each other, which isn't far even if they are pretty damn strong. If you're trying to kill one, I can't recommend anything less than a thermal detonator.

Depending of the planet. Its either oppressed rural planets, corporate ran city planets, several independent planets, some are run by criminal organizations.

Its not a no mans land, where everything is up for grabs or neither a lawless frontier. Every cartel have their own rules and "peace keepers" in their turf. Everyone have their noses on everyones asses.

The crime-lords would often try to acquire resource/trade lanes/company via trade deals or underhanded tactics. They would rarely engage in full-blown conflicts even though they have standing armies, cause its expensive.

That's an ad hoc explanation. There's nothing in Lucas' original stuff that suggested hutts were hermaphrodite, it was 100% a West End Games thing. A lot of that sort of peripheral EU lore has been weeded out in canon, like Weequay not having names and not speaking.

Depends on how much destruction they're willing to cause. A stealthy infiltration and exfiltration is fairly easy if your target isn't in captivity. If they are...best to go all in, balls out with a few cruisers or a dreadnought and dare anyone to do anything about it. Anything less than that and you'd risk getting outgunned very quickly.

Who is most capable of fielding a successful rescue operation? The Alliance or the Empire? What would their respective operations look like?

The Alliance would either use a team of infiltrators (pictured) or a strike force of Freeruners accompanied by commandos.

The Empire would likely use storm commandos or shadow troopers to infiltrate and extract. Or they'd just send in a Raider-class corvette with a few regiments of dark troopers and/or war droids, fuck shit up and exfiltrate to the nearest patrol of Destroyers.
