This is the IDW-verse. Specifically from the Preview for Sins of the Wreckers #2.

So far they've only appeared in the previous issue, and a brief shot of Stakeout in the last issue of the comic this is a sequel to, Last Stand of the Wreckers. That series is awesome anyway.

This is what bugs me about the Synths in FO4.
No they are not 'just' synths. They are not 'just' machines. They are literally brainwashed humans with a microchip in their head. They are a slave workforce.
