We know perpetuals can have kids as oll did but we don't know if that's only for the early part of their life (unlikely I think as the memory was during Viking raids era) or if it passes on in the blood - unlikely as there would be billions of them breeding on from oll
The woman guarding the gate was one of the emperors gang though and she and oll are more human in their emotions

If the Primarchs were immortal and made from the Gentic material of the Emperor, making them almost clones, it would make sense that the children with Perpetual DNA on both sides would be the same as the Primarchs.

The descendants of the Emperor would be considered demigods but be surely born regular humans or maybe psykers. Regardless of if they are pure humans, psykers or even pariahborns they will be above the rest of regular humans.

With the passing of the centuries there would be another layer in the decadent Status Quo of the Empire.

Emperor > Emperor-borne > Noble-borne > Regular Imperials > Slaves > Servitors

This Emperor-Borne class would be imperfect as they would also heir the imperfections from their human ancestor yet it would be even more powerful than the already powerful nobles.

If the Nobles of the Imperium are already decadent imagine a ruling class that would be above them.

The Emperor needed to stay alone to avoid another Fall of the Eldar.

Well the primarchs had souls made from gestalts of souls - that is why chaos says emperor stole from them since technically they own all chaos so own all souls
Perpetuals are weird in that they seem to be souls that are upgraded to full awareness so when they die they just suck in the energy to reform
