I don't think the greatest Primarch of all would really need much of a targeting-system for the bolter that is on his hand. I imagine, he just stretches out his arm, and shoots it with his mind. One cable would sure be enough.

Russ has literally been described as having needed someone to follow in the Horus Heresy novels. He's basically a viking with the personality of a beaten housewife, note how he doesn't even try to protest any of the Emperor's decisions. For doing what? I agree that Magnus' actions more than any other Primarch save Lorgar and Horus fucked up the Imperium, but everything he did up to sending the fateful psychic email were what seemed to be reasonable things to do at the time but only seemed retarded in hindsight. Magnus probably shouldn't have tried to contact the Emperor through direct psychic channels, but there weren't a lot of options to get a message to Terra especially if you can't necessarily be sure the other legions are on the level.
