So a friend of mine has played D&D once before and excitedly called me to say she found Character Sheets for the Sailor Scouts adapted into D&D. She wanted to know if I could help her set up the scenarios and give her tips to DM.
After clearing the vomit from my mouth I told her if she doesn't have a strong system mastery of D&D then she should use a different system that actually is made for this.
So what system is the best for a magical girl campaign? I've heard of magical burst but know nothing about it.

Don't use Magical Burst. It's designed to emulate PMMM more than Sailor Moon, is kinda dark and has a magical backlash mechanic which is totally out of theme for Sailor Moon style games.
BESM/the official Sailor Moon RPG is a decent choice. >>44065541 even found it for you. >>44065585's suggestion of MAID is actually a pretty good one - it isn't suited for long campaigns but it is fucking awesome for one-shots and short campaigns.
