Fortuna is a good exemple of the BBEG ho feel into an absolute "the end justify the means" in a way it make him almost only a subjective BBEG because in the end he's still a good guy to himself and he act upon what he thinks is moral and he believe knowledge is above morality, he's the mad scientist trope in reality but the universe he's in makes him even cooler. He's repeatable yet complex, he's the opposite of what most people consider a good villain ( we don't love to hate him) but yet he's appealing as a BBEG.

it's not over yet, and I'm eager to see if there's a twist, like suddenly due to Fortuna's action he awoke a Bigger BBEG and now they have to destroy it together, it would be a nice twist and basically pulling the "American went on the moon first because they recruited the Nazi" image. Making player ally with lesser evil is something i'd like to see more of, it's really funny to do to spark discord and generally it's pretty epic.

Also, you're missing key interpersonal relationships. Fortuna, the BBEG there, is her father/brother/soulmate/eternal nemesis, she was an orphan and he took her and raised her. The outcome's the same whether they believed it from the bottom of their hearts or just plugged their ears and ignored all evidence to the contrary - most of them defended their actions down to their dying breath and they oftentimes straight up countinued their work after the war. Either way, they end up showing some of their character and what makes them tick.
This guy on the other hand acts the way he does because his sense of self is so weak that he can't engage with the people around him in any meaningful way.
