How would you do a Xenoblade campaign?

Mutants and Masterminds, possibly? One sheet for your pilot and another with a higher power level for your suit?

In all honesty best way of doing it would probably be a homebrew system that runs sort of off the dnd4e system but using the monster skill recharge thing for non at-wills using ability scores to determine how quick skills recharge.
For Dolls/Skells, do the same but drastically scale up the damage. Like what would be a D4 on foot would be like 2D20, as in your mech you fucking trample smaller enemies but have proper fights with larger ones, with the opposite also being something important to note.

Oh yeah, don't forget the guy who gets stronger when he's naked.

The naked Dunban thing is the logical extreme of Dex penalty reduction. Remember really early in Order of The Stick when the bard stripped to become invisible?

In addition, make sure you stat out auto attacks even when using skills, probably by slapping an extra dice depending on the weapon on regardless of skill usage.
At least if you want to make it closer to the games, although it would make combat faster through that, meaning games would get really close to rocket tag, even without the giant robots.
