Econ is celebrity gift + scoring profiteering. That and some ice gives me bad pub. Vet prog and clone retirement takes away the bad pub.
Deck is all about brain dmg and maybe rezzing chairman hiro to give the runner the smallest of handsize. That and some net dmg ice should slow the runner and keep him/her fearful. A flatline would be hillarious too but it's not the aim.

This is for a tourney so I can't use core set cards.

If you need to pack so much anti bad pub then maybe it's not the best idea to base your econ around profiteering. Profiteering is more commonly played in decks that don't mind the runner runs. Example of this would be Thousand Cuts Black Tree, GRNDL tag'n'bag, NBN Butchershop. Not saying these include profiteering, but bad pub won't hurt them that much. You get the idea.

Your deck doesn't necessarily need antibadpub either, but ways to deal more brain damage. Consider Cerebral Cast, Marcus Batty, House of Knives to combo with Tori Hanzo. Hell, you can also play The Valley Grid to make spending all that BP breaking subroutines a liability. Maybe Ancestral Imager/Port Anson Grid to hurt them if they jack out. Or Labyrinthine Servers to get them into the ambush when they commit to it.

All this would mean an overhaul for your deck though. It's about weaponizing your Bad Pub instead of fearing it. With Bad pub they are more confident to get into your servers, setting up those ambushes would be an easy job.

A core box will go easier. It only allows 2 players at once, but gives more options for play and variation.

Draft packs exist, and each player would be out about 25 bucks, but are not good for learning.

Because the game is asymmetric, it will never draft like magic.

Drafting netrunner is not something you do to learn. Get a core set or 2 and play with the recommended decks, ie take the red cards and the gray cards and shuffle.

Traces is a problem for Apex.

Several ways to go around it: forget Apocalypse (I now, BOO), or at the very least the idea of spamming it, and go Link.

This can be done, but so far I've found can hit or miss because of the second issue to work with for the Trace problem: Apex generally doesn't have solid econ, you tend to play in the lower range, so link or not, unless you manage to keep the corp down on liquidities, you won't want to keep paying for traces too often (and I know, you can use traces to force the the corp into spending, but that really only works if the econ discrepancy between runner and corp doesn't grow too wide).

Which brings us to the other solution, go big econ. You don't have to win all traces, you just need to be able to win the ones that matter and to be able to threaten the win.

All in all you're probably going to try and go for a bit of both, but it's a tough balancing act, especially given how draw can happen to also be so sorely needed for Apex.

An alternative that's been gaining a bit of traction (and it makes me smile to no end): Gingerbread.

I don't how it is for other local metas, but I think so far locally we've all been struggling to find that right balance in the face of a shifting meta.
Though, we're far to be representative of the global one from what I can see.

If Weyland had been the click-gaining faction it might not have been so bad, but choosing advancable ice (even the good advanceable ice) puts you on an annoyingly slow path.

Though it can lead to some great moments - Swarm wiping a rig (or at least costing the runner a fortune), Fire Wall with +7 to beat Apex, and free rezzes of things like pic related are nice too

It just needs to be sped up by a factor of 10 or so - keep it all Weyland and it'll stay marginal, even if you can put silly amounts of advancement tokens on things - though given the way support works at the moment you do kind want to be "Advancing", rather than just placing an advancement token

What if BWBI was at the start of the Runner's turn, distribute two advancement counters on installed cards that can be advanced? Might be way too good, honestly, though it does supercharge Atlas or give you a 1cost 3 str Ice Wall, etc. It'd be great for giving Weyland some level of trickery, and it lets you leverage the overscoring of the Publig agendas.

Honestly I'd take that ability, or one very like it, as an Asset - NBN have Early Premier, but that's only for things IN servers, is 3 influence and is trashed as soon as the runner looks at it

Make it 2/4 as a Weyland-specific version of IT Department

It's not like we haven't seen not-quite-ID abilities in cards before, and even if you had to pay I'd still consider it (I'd actually kinda like it more as an asset if it was "you may advance a piece of ice", as then you'd have reasons to include the recurring advancement credits, and it wouldn't be OP - not that Weyland getting a semi-OP card would be too bad)
