There's ebay, craigslist and (if you're lucky) goodwill/charity shops if you're looking for used lots but that kind of thing might take some cleaning or restoration. And you run the risk of ending up with knock offs being mixed in.

You can get a new large box of bricks for $60 and if you can get to a Lego store they have a thing where you buy a cup and fill it with bricks.

You are correct. I bought a bag of loose pieces at a garage sale once, and there were three minifig heads from an off-brand company mixed in. They first appeared in Endman and the Female Futuron, and one of them was used for the Doof's head in the last After the Brick.

Ebay has decent deals on "one pound/ two pounds/ etc. of [COLOR] pieces", but a pound isn't as much as you might think it is. It's still probably the most convenient place to get a bunch in a short time. As >>43652456 mentioned, Lego has stepped up their marketing for boxes of basic bricks, and you can find 300, 400, or 500-piece boxes in any big department store with a Lego aisle. The Pick-a-Brick wall is hit and miss, and probably more expensive than eBay for straight bricks.
