Sites like kat are more like indexing services; the torrent files / magnet links just tell your torrent client what to look for and which trackers (services that keep track of who's downloading or seeding what and help you connect to them) to look for it in, and then the client finds peers that have that and connects to them to begin downloading/uploading. There are plenty of kat mirrors, not to mention other sites, where you can find the same torrents. But the important thing here is kat is lost to the community; maybe new torrents (and comments and such) will be added to some of the mirrors, if any gain popularity as a replacement, but otherwise, kat as a site is dead (until it comes back, which it may). Of course, there are other sites. Kat was just one of the nicer ones.

Basically have a kind of metafile that everyone who uses some torrent client downloads part of that contains descriptions and magnet links for torrent files, then have some kind of search deal built in to crawl. The hardest part would be figuring out how to handle redundancy so you never lose completely parts of the catalog when someone stops using the system, but aside from that? Shouldn't be hard.

Sorry. For music I have spotify and/or Google Play Music. IMO it's worth the monthly fee just for the convenience and ease of finding new music compared to pirating, especially if you can get a family plan going.

For movies/tv, I'm as empty as you. Only thing I can think of is TBP, which still has a lot of stuff, even if it's not what it used to be.
