It's an excuse for the people who run the sports to impose a tax on the athletes. Imagine if unions had the ability to impose fines/suspensions on workers striving to become too good at their job, you don't think they'd jump at the chance?

The reason they are illegal is because sports are huge in our society. They're illegal in sports because everyone first heard of them when the Soviet athletes used to be pumped full of them and didn't really hide it.
