Lmao you don't know shit. Most NFL teams are looking at a prototypical QB that fits the mold of Peyton Manning. 6'2+ athletic, strong arm, handsome. If they play well in college and make big plays that's just the sweetener, but even if they're not all that great compared to other college QBs they'll still get drafted over others.
If college is getting "dominated" by scrambling QBs that's not an issue. The issue is guys that can't read defenses properly or study the game properly and just run because they know they can dominate their competition with natural talent.

If you look at most recent QBs that have broken out and established themselves as great like Wilson, Carr, Dak, they were all under recruited in college and drafted second round or lower. The NFL and football scouts don't evaluate players by their intelligence, personality, and ability to perform under pressure, or just how fast they learn, get better progressively. All of them were also labelled as either under sized, unathletic, didn't have a strong enough arm, or all of the above.

Cowboys have a policy of drafting WRs that are 6'2 and plus, athletic (but not fast) so they can block for screens. They search for guys with that profile, usually in the lower rounds, and make them learn how to block, after a year or two as a backup or on the practice squad they get playing time.
