I think for the Giro it needs asphalt because now there's a lot of concrete, but they did it for the Zoncolan so why not for this?

Zoncolan is perfectly cyclable, max gradient is like 22%. They also used compact (50 teeth) cranks. Hell I've done some 25% sections.
30%+ are almost impossible because of cadence. Unless they change for mountain bike ratios.

if you have 34 chainring and 34 cassette then cadence of 80 = 10kph. Could do this climb on a road bike (very slowly)
