You could let the offence dictate when they want substitution to happen (in keeping with the current spirit of things), but if the defence want to force a substitution then they call a time out.

True. The ban on jumping over the line for kicks is absurd. It really is the "No Fun League". All they care about is marketing the sport and growing the markets - but as a foreign fan, what drew me to the sport in the first place was the insane unpredictability of it. They're trying to protect their brand so hard (no CTE, no losing superstars to injury, etc) that they're actually destroying what made it great in the first place. It definitely needs to be overhauled.

Sure, but that should be formalised. The defence should be prevented from making any subs unless the offence decides to start a "substitution timer" (let's say a 1 minute window where both sides can sub players). The offence would have as many "substitution timers" as they want as they want and the defence would have to work to the pace of the offence, but they wouldn't get fucked with these stupid "free plays".
