He needs a lot of fundamentals work to become a good quarterback but at 29 years of age, he's too old for a team to realistically invest the 2+ years it requires to properly train a QB. This is especially true for a guy who is likely to be a backup. Teams that need a starting QB are likely in the situations they're in because they're garbage teams with garbage coaches and garbage management. Those teams will never be able to properly train a QB to be effective in the NFL.

Finally, it's entirely possible that the terrible 49ers team has broken him. Perhaps not as badly as the Texans broke David Carr or the Browns broke Tim Couch but badly enough that Kaepernick has absolutely no upside left in him.
