We have it in universities here, but usually only for women. It pads athletic scholarships for girls since title IX (google it if you actually care) dictates you have to have equal sports scholarships for men and women. It's hard not think of it has a welfare sport. That said a few place do legitimately do it.

Because the only reason most athletics programs that have it have is because of government regulations. It exists at most places to give scholarships to women. This means at most places it is literally welfare for women.
