We need to define that question before we can seriously answer it.

If we rate best teams by their amount of good players and also overrated & overpriced "talents"
Then yes, teams like France, Belgium, Argentina, Chile & England are on par or even above Germany, Brazil, Italy and Spain. And a top 5 would depend on preference mostly.

However if we want to rate teams according to their chances to actually win the WC next year, then it's pretty damn simple. We have decades of WC history that tell us blatantly who has a shot.

In that case it's Germany, Brazil and Italy in no particular order > power gap Spain > and just because i need a fifth France.

The key factor to win the world cup is mental strength above all else.
Star players and fancy tricks mean fuck all.

That's why the Netherlands never won, why Spain sucked ass for a century and why England embaress themselves all the time, despite having some of the greatest and most hyped players at each cup.

So yea, Germany and Italy have simply the balls to win it. And Brazil should have as well, especially to try and make up for the 7-1.

Spain might be a contender since they seemed to have found that mentality 2008. But they have to proove their ability to stick with the big 3 after their last two cups made them look like classic Spain again.

France, England and Belgium have undeniably stacked rosters full of talent. But all three nations are well known for a serious lack of discipline, not just in football.

Also if you look at the amount of even less disciplined third worlders those teams field, a big ass chimpout and a self destructing disaster is far more likely than a WC win.

Portugal and Argentina depend far to much on their egomaniac super divas. Take them out and they don't have a plan b. Doesn't matter how good he is, one guy can't win a WC by himself.

And Chile, well i like my Prussian bros over there, but again this current team as talented as it is, is completely lacking Prussian discipline. And they need to qualify in the first place before we can rate them. Which sadly is looking fairly unlikely.

Everyone else, they're just the happy to be there teams. 0.001% chance to win it.
