less corruption: stop giving spots in first teams to players who pay, instead to players who deserve it
more competition: develop more levels of pyramid, not only one "Super" League
build football pitches everywhere, encourage youths to play football, instead of studying/playing WoW

Because it sucks.

How many years has the whole fuss with China trying to bring interest in their country's football? How many Chinese investors have bought European teams which probably means that they have scouters at China too, and they ll literally "send" youth in Big tournament teams to learn the art of football?
It takes years my friend. 5-6-7, but generations happen.
Look at the Belgians. They were nonexistent in the football map till 2010. 7 years later a powerhouse team. Choker team but still fully stacked.
