It's about the interpretation of the statute. If the law just says "don't discriminate against female athletes" it's up the the executive how to interpret and enforce that.
Title IX is also what Obama used to force colleges to expel innocent men accused of rape. Nobody before Obama did that, and Devos met with some men's rights groups like NCFM about how to protect the due process rights of the accused so that part of Title IX will be changing too
