You should be able to get a decent beginner road bike for about 1k euro. You don't even need a carbon frame, although you will probably want one later on. I know it seems expensive but if you're serious about cycling you will not regret it one bit.

If you buy a cheap bike it will come with cheap parts that will break and need replacing. So it will end up costing more anyway. Also it will be heavy, slow and uncomfortable.

A commuter road bike can have drop bars but not as much drop, and an easier overall frame geometry. This is a planet X commuter. I can't tell you a good cheaper one, because I don't know. Flat bars are ok, but in a howling headwind with rain drops are going to help, once you get used to them.
