Can someone explain why are Serbia and Croatia power nations when it comes to sport?

The sad thing is that the olympic team had a fairly big budget because some of the athletes were pretty hyped. Media obvs jumped ship and then everyone got disappointed.
That's the modus operandi for austrian international sports that aren't skiing. Every. Single. Time.
