I think the 1 point draw has more tactical meaning than you consider it.
Relegation tier teams can/will fight for the draw because on average 35 points (less than 1 point/match) is enough for a team to be saved.

>La Liga 2016-17: 32 enough
>Ligue 1 2016-17: 36 for relegation play off
So It gives the bottom tier teams who understand that its too hard to beat a strong side, a reason to fight for at least a point. Meanwhile if you wanna be a champion you consider yourself in need to defeat all mediocre/bad sides of the league while when it comes to the other title contenders, you don't wanna let them escape from a match with three points, so not letting them get ahead of you, by sharing 1 point each can be considered a decent result.
