tactics have to adapt to your players too so if you want to test an ideal tactic then pick a top team, but picking a low league team lets you try tactics for all levels of football as you progress through the league system.
Like for example lower league teams rely mostly on physical players and counter-attack (aka pacey niggers and tall strikers), and a team that has a chance at winning the league will have better results playing control or attacking football. This game is about finding a tactic that works and endlessly tweaking to adapt to your players and your opposition.

So in order to keep my shape I'll keep my pressing to sometimes to let my players decide (in theory a countering mentality should result in less pressing I think).

I'll go for higher tempo, short passing for the counter with plenty of support roles in midfield to offer passing options (I'll also have wingbacks on support for a wide option).

I'll also play slightly wider (risk should be mitigated on a counter mentality sitting slightly deeper I think) in order to create more vertical passing options into space in order to make up for players sticking to their shape instead of roaming. If I'm still too open I'll specify to stick to position.

What kind of attributes do I want for this system?

I'm thinking intelligent passers in midfield with at least decent workrate, marking, tackling and positioning with an intelligent striker with good OTB, AGI, Pace, Decisions, and composure.

Defence I would probably opt for workhorse fullbacks with ok crossing (can't be my main focus since no aerial threat at all, tallest striker is 5'11 with no hops) and solid defenders who have decent mentals so they don't just clear the ball retardedly.

How do I defend against an aggressive 4-4-2 that crosses a lot? do so close the crosses down with my wingbacks? Or so I play narrow and deep to get compact?

If you only want to experiment with tactics, FM Touch is your friend. It's basically a dumbed down version of the game, where there's no tactic familiarity, so it doesn't take months for your players to learn what you want from them.

Pick a world class team and you should be able to test stuff out and see what works.

I have my formation and system that I want to play, which is a 442 diamond.

What I'd like is quick, fluent, short ground passing for a counter by exploiting the mid and having the WBs support to stretch play.

I'm on counter - flexible with a higher tempo, shorter passing, play out of defence, and exploit the middle.

I'm in my very first game vs my under 23s and what I'm noticing is, despite these instructions, my players are hoofing it for my advanced forward (notably less since I switched him from a poacher to an AF at half time as I thought this was the reason why). Is this because of the tactical familiarity?

So when they become more familiar they'll start hoofing it less and less and play to my instructions (pass shorter, etc), or will they hoof it regardless due to the tactics not really defining what I think they are?

Your players aren't good so they struggle to pull off the shorter passing which is why they'll hoof it. Hoofing is way better than short passing in the lower leagues anyway so nothing wrong with that.
Besides you really shouldn't be trying to get your players to play the way you want right now. Just focus on winning no matter how they do it.

But isn't the point of shorter passing that it's less risky and will therefore be better for teams with poor technique and vision, who struggle to keep possession? If you ask players to make fewer risky passes, the passing directness bar will lower.

Because your players will be put under pressure and fuck up their short passing.
1 short pass is easier than 1 long ball, but 4-5 short passes aren't.

If they struggle with possession then they're likely going to be intercepted as they do their tiki taka.
With long ball you basically only have to rely on pacey wingers and a strong big forward.
This is perfect for the counter so your defenders can sit nice and deep.

Short passing is also generally done together with a high defensive line and you don't want an offside trap with shitty teams.
Short passing needs men forward for those triangles, long ball doesn't so you can have more men in the back

If you don't have pacey wingers then long ball becomes significantly less effective.
With good defenders you can go with possession football.
But with long ball you don't need composure so much, short passing you neeed.

Not really, its Arsenal have a great youth/scouting set up and obviously that sort of thing is arguably a little OP in the game to help you develop small teams into world beaters so it helps Arsenal under AI to have a leg up over many other big teams and then once you throw in EPL money on top its only a matter of time before they can dominate.

It's often linked to Brexit in my experience. The harsher it is, the more they thrive due to having an excellent youth system. However, Man Utd quickly develops into a powerhouse: unlike more complex setups, Mourinho's tactics are very easy to replicate for the AI, he doesn't take random dislikes of players like his IRL counterpart, Manure have buckets of money (sponsorship, EPLel TV rights, merchandising/marketing) and excellent rep which allows them to attract nearly every player they want. They always have a world-class team and bench.
