cutler is, and always was a better passer. his main demerits from a football perspective were reports of him being an asshole, and how he would give up mid season when the tissue-paper offensive line that chicago gave him was allowing what felt like 5 sacks per game. he also made risky passes, but people still love favre.

the NFL right now is a pass-first league with the rules. kaepernick rarely goes through his progressions, has erratic accuracy when he DOES throw. and he got beaten in training camp by blaine gabbert for the 2016 season starting role.
