Chevy never likes to use their family/economy cars for racing. They kept using the Monte Carlo for 10 years after Ford switched to the Taurus and brought in the SS just to have a sportier car to use in NASCAR. Most contemporary model Chevy stock cars (eg. including short track late models) that aren't an SS are probably Camaros already anyways.

It exists enough that drag shaves off a few mph around the track.
As long as the car has just enough DF to go flat around the circuit at a given speed, it doesn't matter whether the car has any extra winglets, they're just extra drag.
If you recall, the original DW12 was faster around the circuit than the aero era cars.
The new car uses a better underwing and better top wings(as drag vs DF coefficient is concerned) while still producing more overall DF than the DW12.
I expect the new car to be faster around all short ovals.

That's the ramp not the flick. What's important is it isn't a big squared off thing covering the entire width of the tire. Good video on testing from today.
Indycar tested both a high Downforce and low downforce package today, one with the full front wing and one with top wing elements removed plus flatter wing angles.
The high DF package scrubs only 7mph around the turns at Iowa Speedway, while the low DF package scrubbed 20mph off in the corners.
Despite such a large gap, they lapped about the same exact times, why?
Due to the fact the low DF package built up more speed before corners, so it had to shed more speed in corners, while the High DF package carried more speed in corners, but built up less speed on straights due to drag.
