3 reasons mostly.

The real non meme answer is obviously that there are physiological difference between the different ethnies.

Some black people (but not all) benefit from a different bone density as well as a slightly different organisation of muscles fibers that allow them to develop a more explosive strength without getting hurt. They have a better strengh/weight ratio than other ethnies.
That's why sports that need explosiveness like sprint, jump, and sports that combine both usually have a higher porcentage of blacks. Most of popular sports are based on these features.

However, those feature don't help in some sports like swimming (bone density is a hindrance), endurance (depends mostly of environmental upbringing), and pure strength (throwing is generally dominated by white people that can adapt their muscles fibers to develop more strength but with much less elasticity).

The second point is environment.

Some sport are more popular in the black population (soccer/NBA)
Kids from poorer neighborhoods are more likely to become pro sportsmen, and more likely to be black in western countries.
In America, the blacks that were bought to work as slaved were chosen partly on physical features, so they are on average stronger than the average person from the countrie they were taken from.

Third reason is confirmation bias. If you leave in a mostly white country you unconsiously expect everybody to be white and take notice when it isn't the case. However in a world where sports are globalised and athletes from ALL the word come to compete in a small number of mostly white countries, there is a natrual over representation of black if you compare to the overall population of those countries.

Combination of these 3 lead to a big representation of blacks in popular sports.
