McLaren practically have no sponsors left, because Ron refused to sell space for "less than McLaren was worth" despite the team being dead last for seasons.

I think the best course of action is to make GP3 the "international" F3 series, supporting F1, and keep other F3 series as junior ones which are a better step up from karting, as well as F4 series, but you'd need to make the junior F3 series cheaper and the F4 series slower so that there's a more defined ladder rather than a huge mix of different speed cars.

But then you have a problem of what specification a unified F3-GP3 car would be. GP3 wants a "universal" cheap V6 engine, that F2 will use with a turbo attached, that you can basically put into any other series and keep costs down. F3 series, with Mercedes, Volkswagen, Toyota, Honda and Nissan etc supplying engines, want to keep the inline 4 engines. Of course, you could just rebrand GP3 and keep the cars different, but that would just further segment the junior series ladder.
