I would buy someone from la liga, they all have release clauses and they can't hike the price now that they know you have 220m minimum and want players. I think Busquets will always get the ball to Messi, and then the important thing is what Messi has in front of him. Suarez will run and score, but they'd be at their best if he always got one or two forward runs more. Pedro and Villa were succesful playng in front of Messi.

Messi is the GOAT finisher, but even more GOAT at passing. The gameplan should be him making the first decisive pass, then arriving late for rebounds, back-passes or more possession. This is also how he seems to like to play.

They should get rid of Rakitic though and get one or two really good midfielders. Thiago, Xavi and Fabregas would do a better job than what they have now, and they got rid of them. Verratti is the obvious one they should go for as was Modric before.

If you had a better striker and better attacking midfielders then you might have a chance under Koeman, but it's a very difficult top 6 to break into, true. Rooney adds experience and winning mentality though, so Koeman could use him like Mourinho used 60 year old Drogba when Chelsea won the league. He's still good for couple assists too. Doubt he'll be a starter, though you do need an actual striker then but your transfer dealings seem far from done. Southampton are way better at integrating them into the first team and developing them at that level. Chelsea's youth setup however has been dominant in England for the last few years and have multiple fa youth cup wins (including the last 4 in a row), a lot of key players in England u-21/19 teams, and 2 of the 4 UEFA youth leagues since it's inceptions (worth mentioning they were only actually entered in 3).

The issue is they get loaned out once they reach a certain age which seems to stunt their development if it doesn't work out, which it rarely does as young loan players need to be that much better than their teammates in order to get picked since no manager really wants to spend time developing a player who's just going to go back to their parent club at the end of the season. Chelsea are terrible at integrating youth and rely on the loan system because they need results year in year out and have little to no leeway in giving their academy players a chance, sometimes it works out (Courtois) but mostly it doesn't.
