Not intentionally. Do you really think that guy knows anything about his own finances? He came from some third world island, probably doesn't even have a secondary school education. People who make that much money can't possibly handle their own taxes, so I'm sure he has a team of tax lawyers and tax accountants that handle all that shit.

They likely use every loophole and shortcut they can to reduce the amount of taxes he pays, but occasionally go a bit too far and get dinged. Then he gets charged with "tax fraud" even though he probably has no real idea what's happening with his own taxes.
