Bonds incredible WAR prime happened to coincide with Arod's best years as well, so you either think 2 of the best 5 or so players of all time happened to exist in a sport that is 150 years old just as a coincidence, or they were the just the best players in a time when steroids gave you a leg up on everyone else, most of the league wasn't using them, and MLB was looking the other way.

Bonds and Arod benefit from playing in a time when a handful of players were using steroids, but the vast majority still weren't making their stats relative to the league as a whole look incredible.
