1. West Africans are better sprinters/jumpers on average. Sprinting and jumping are basically the most important parts of basketball
2. Black Americans overwhelmingly prefer basketball to other sports. Other ethnic groups are more divided on what sport they like.
3. Black Americans overwhelmingly live in crowded urban dirt-poor neighborhoods. No space or money to build/maintain soccer or baseball fields, but setting up a basketball court is pretty easy to maintain once it's been built.

The real question is why are hispanics so underrepresented in basketball.

The real answer: athletes of west African descent dominate many sports because they have longer legs and shorter torsos than other races. This places their center of gravity higher than other races, meaning their feet are moving faster when they hit the ground while running.
Athletes of east African descent dominate endurance running because their calves are underdeveloped compared to other races, meaning their legs weigh less, so they need to expend less energy per step.
It's all genetic.

Stop kidding yourself. No there haven't. You can give me a whole list of short guys in the NBA and that doesn't change the fact that basketball is obviously a sport about being tall and therefore there is no latino culture for it. Plus even those "short guys" are very tall compared to average people besides a few meme players.
