That's kind of what CART was trying, I think the biggest thing keeping that from happening is market penetration.
The sanctioning fee for international events is a fair shake higher than domestic events(though obviously still 1/50th of F1) because travel costs are just so high. So you need a good title sponsor lined up to jump in to get them there, but what about the team's current sponsors?
Some teams have global sponsors who would relish the extra market exposure, but others are domestic sponsors who simply don't care because it doesn't help them.
This means that teams would want to find a global(or a foreign race-local) sponsor to sport.
I agree, Indycar could be an awesome alternative, but historically it has been difficult.

Vautier is a good driver, his rookie 2013 results didn't show it, but the guy's status as a "super-sub" should be cemented.
He has done very well in every one off race he has done.

well the cars are going to be much lighter overall i'd imagine with the loss of the bumper pods and all the winglets. I'm hoping for much better straightaway speeds, it'll be interesting to see how cornering speeds are though with the ground effects.

Car is probably around 50lbs lighter overall, could be more depending on how much weight the sidepods lost, but the rear pods being gone are 35lbs shed alone according to Jay Frye.
Another idea to ponder is how the center of weight moving forward will affect handling.
The DW12 had a bad rear weight bias since its inception.
It's supposedly going to help more on Road Courses than ovals, but everywhere benefits.

Roughly a 1:06 lap in testing so far, about 2.2 seconds slower than Simon's lap record of 1:03.8, but the red tires are good for a second at least.
This is just testing as well.

I agree, but it wasn't inherently created to make Indycar popular so much as remove a hinderance for another Engine MFG, improve following capabilities of the cars, and create a better looking car that fans liked.
I think the best option for aero differentiation/competition, if Indycar will continue with one Chassis MFG, would be to allow the teams to engineer aero pieces themselves, not unlike what Penske did to the Reynard Chassis back in 1999-2001 with the "Renske".
Basically, Indycar would open up small areas of the car to develop that won't create a huge advantage even if a team nails the best possible solution.
Implement a budget cap to control costs, allow teams access to a wind tunnel/CFD, and see what they can come up with. Coyne/Dallara Chassis, Ganassi/Dallara etc.
Since everyone starts from the same square, performance advantages won't be huge.
Need incentive to engineer?
Create a team constructors championship that pays out double or triple the R&D cost cap.
