Rule changes, financial changes, etc.They would have to completely reorganize the centralized structure of MLS too. even then, the sheer size of the US, coupled with the lack of support/smaller venues for the lower tier teams, would make any pro/rel discussion a non-starter. What happens if a team with a 5000 max occupancy stadium get promoted to a hypothetical first division and, lets say, Portland gets relegated to the second division? Divided by at least 28 teams is under $14.3 million a year or $143 million for the entire 10 years
