of course. the big pressure was that FIFA said USA wouldnt get the world cup unless they actually qualified to one by themselves, because there were actually standards then.
coincidentally or not, they had also punished the cheating mexicans for going nigerian on the youth competitions, and gave them a harsh ban on the world cup because they alleged some kind of conspiracy against them and pissed off all the wrong people while appealing being kicked out of the youth world cup, FIFA said ok then you annoying bastards, here's a 2 year ban because you're so whiny and corrupt
so now there was another spot up for grabs. so every country that had hosted had qualified before, and luckily usa qualified.
1990 was a learning experience as it was mostly college players, they got the world cup and used some of those guys and the experience to do well in 1994, no one was embarrassed, and USA has been the country who has advanced the furthest in terms of success in such a small period of time.
