I've heard some people say that Neymar will ruin his career if he goes to PSG, but I doubt it. He's already won everything with Barca, it's not like he can achieve much more. Plus he's not really essential to barca at all, it's highly likely barca would have won titles even if he didn't go to them.

At PSG he wouldn't be overshadowed by other stars, and become a real leader.
