Never because the teams bring plate configured cars to a plate race and not road course. It should be a Roval because with Florida summer weather, the lightning usually dies in the evening especially near coasts (Some heat lightning will stick around Orlando and such) and at the very least if you have no danger in the area and it's only raining, you can start the race and complete it on wets or have a tyre strategy race if the track dries up and a dry line appears.

The race will be run even if it's gotta be on Tuesday (which has happened).
Proposal for stages: instead of having cautions at the end of each, convoluted pit rules, etc., just have the stage end be like a checkpoint. They can still award points and everything, but running 5+ laps THAT COUNT under caution makes no sense. I would even allow them to make track-by-track decisions on whether to have cautions after stages. For example, road courses shouldn't have cautions after stages. Road America is going to be a shit show with the stage cautions taking up 15-20% of the race distance.

NASCAR has been run by a mob since day one, I grew up in Mooresville, NC where 90% of the raceshops are and I heard so much shit growing up it's made me lose interest.
I can confirm at least three races were rigged:

for a team that has won a lot of races over the years and he knows all the ins and outs of what was going on. He says that since 2007, they've stopped letting teams cheat and have since resorted to picking and choosing when to throw cautions and hand out speeding penalties.
