I think CONCACAF is just getting naturally sustainably better as soccer's popularity grows in the US, so does the money and attention that's going in to it.

CAF doesn't have a USA or Mexico to be the anchor of its conference and passively improve the teams around them. They have to brute force their way to being competitive with golden generation's and lots of talent and hope that European Leagues notice them.

As such, it's reasonable to expect that CONCACAF will generally be the better conference more often than not.

Imma put Caf higher than Concacaf because Concacaf has much less top teams. They got enough spots for their only decent teams Mexico, Usa, Costa Rica (for now at least) while Africa has more decent teams as a number. Maybe the #1 African team is not better than the #1 Concacaf but Overall got more decent teams who try their luck for a spot in the World Cups.
Algeria, Nigeria, Cote Ivoire, Ghana, Cameroon are all teams that would probably take a spot in Concacaf. Morocco and Egypt also could give a run for it.
