The real working definition is anyone coming of age in this era. It's why someone who is 30 is technically one but bitches about them and wouldn't consider themself one now. So I would say someone who is 30 was a millennial at one point but is not one now.

Millennial isn't being born after a certain date, that's retarded. A chinese 20-something years old who worked his whole life in a sweatshop doesn't embody any of the millennial characteristics. A 25 yo American criminal who did 10 years in jail isn't a fucking Millennial.
Millennials are a certain segment of people aged 18-35 or something like that. They are not all of them. They are liberal, hold the pop culture they grew up with to the highest regard (Star Wars, Harry Potter, SpongeBob, etc), are not particularly smart, spend their time on twitter and instagram, etc.
