It's the aero kit.
Honda was still a little behind Chevrolet due to their drag coefficient in 2016, though not as bad as in 2015.
2017 saw an aero kit freeze which meant that Honda was at a bit of a fixed disadvantage.

Honda's engines are actually a fair shake better in HP numbers this year because HPD wanted to compensate for the aero deficit so they could be more competitive.
Has worked out pretty well so far.
