FIFA needs to list things that can be subjected to video review, while leaving the rest of the game up to the referee on the field.

Primarily, anything that affects goals should be subject to review. Whether the ball crossed the line or not, goal line technology speeds up that process. Onside/offside calls and fouls in the box should be subject to review.

Imagine a situation where Team A attacks, loses the ball in a somewhat controversial way, handball or so, and then Team B scores on the counter.
Who in the world would understand why the game gets reverted to a situation a minute ago?
And who in the world would understand stopping the counter to "check if there was a hand ball"?
