Only the higher ups. 99% of these cartel guys are people of poverty who join their local cartel associated gang and go around selling drugs and thieving.

Isis on the other hand are kind of the same in terms of most being people of poverty from Iraq and Syria who joined for their religious or own personal cause, but I'd give it to Isis on the basis that literally all of them are battle hardened.
